  4.     The nationwide municipal elections were not about road
  5. improvements and garbage collection -- or so said Israeli Prime
  6. Minister Yitzhak Shamir. "Every vote for the Likud," he
  7. proclaimed at an election rally, "means that Israel wants no
  8. business with the murderers of our sons." When the votes were
  9. tallied last week, his right-wing Likud bloc had carried 44 of
  10. the 99 municipalities, up from 26 in 1983. Elated, Shamir
  11. claimed an ideological victory for his policies opposing both
  12. territorial compromise and talks with the Palestine Liberation
  13. Organization.

  15.     The stunning upset ended decades of Labor Party dominance in
  16. numerous key regions. With more Labor strongholds expected to
  17. fall in runoff elections scheduled for next week, Labor leader
  18. Shimon Peres grudgingly agreed to an investigation into the
  19. humiliating defeat.

  21.     In Jerusalem legendary Mayor Teddy Kollek, 77, won a sixth
  22. term in office with 59% of the vote. But his Labor-affiliated
  23. party, One Jerusalem, lost its majority on the powerful city
  24. council, in part because of low Arab turnout.
